If I send a SASE, Does that mean, I have to send an envelope, And then a Bigger envelope to put it in... which envelope do I put my pic in.. Sorry, this is confusing. And where do I get IRC's?

and you should be able to get IRC's at your local post office, and if you can't ask if you can order them....

Hello!

Yes, you need to put your SASE into a bigger envelope, or you can bend your SASE in half and out it into the other envelope. Everything else, such as your letter and pics you're sending should be also in the big envelope.

IRCs should be available at yout post office, but they don't sell them everywhere, unfortunately...
