Best FREE software to use for custom cards and photos.

OK, I've been searching all day for a software to make custom cards and photos. I want to be able to place text on the cards and photos and being able to print, and place effects on the cards/photos. I really need to know a software that is FREE!!! Thanks.

I don't use/make costum cards, but when I saw your question about adding texts, effects,... I thought Google Picasa fits the description :) and it is free ;).

It works :) How do I make text though?

Double click the thumbnail, on the left side will be Basic Fixes, click on that and Text will be above Fill Light. Click on Text.
