I know a lot of U.S. post offices have been getting rid of these...they are hard to get!

Every time I want an IRC they always have to go rooting around for it in some drawer or in the back.

Back when I first started collecting & before I knew all the rules I didn't sent postage or pictures. Every one of my battlestar galactica pics were sent by the actors, some including several different ones. Of course now I see that its much more convenient for them to have everything they need included...

But with Daniel Dae Kim for example, I didn't include a picture & he sent one. Maybe it depends if they're currently on a show and would be more likely to have promo pics of their own?

No. It depends on the signer. I sent to Bear Grylls in the UK. I didn't include a SASE because I didn't know how it would work internationally. But it didn't matter because Bear sent my items back autographed AND paid for postage. Ccol guy!
