I tried again on website USPS , with "help" and contact, but it doesn't work because when they ask me where I live i can't to put "france" because they put only the states of united states......... I spend hours and I tried full of same time when I put " sender unknow " they ask me for my address and coordinates, I fill(perform) quite they say that the zip codes is bad (because in France we have not the same zipcode that at your country and what I have to fill the State. What's to be done?

Okay so quit trying to get your small village Post Office to help. And USPS online form isn't working.
Go online to http://www.laposte.fr and see about a telephone number or online form/email address for a complaint direct to laposte Customer Services.
Tell them according to the tracking the letter never got to the destination, that you want help tracing it/ a refund etc etc. Something should move them into action in speaking to USPS & see what's happened.
Sometimes you have to wait a certain amount of time for refunds etc, but there is no reason why they can't look into a trace now and after the waiting time has passed, get a refund.
(I googled French Post Office and this was the only result- so i'm assuming laposte is the one who handled your letter and whom you paid. If not then the same advice applies to another company you may have used).
