well, if you're totally not sure if your request with make it back to you with the amount of stamps you put on... have the return address as a secondary address (an address you have access to)... that way, you're sure that if it fails, you can still receive at another address... or do what i do.. have the return address the same as the sending address...

Im not sure about th 9x12, I couldnt find it on the chart, but a regular letter to canada will be .69
