I got my IRC's from the post office few days ago and they look like that in the link below (mine is without the SPECIMEN on it):

so my question is, does my post office needed to put any rubber stamp on it or anything like that or just put it in the envelope just the way it is without anything on it?

When I buy my IRCs the post office always stamps them. So if they aren't stamped I would get your post office to do so because i don't think they work otherwise!
