Sending SASE's from the US to another country

I'm sure this question has been asked here so many times, but I guess I'm too lazy to read long enough to find it. If I live in the United States and I want to send an SASE to a celebrity that lives overseas, how would I go about doing that? I've asked someone that I know that works for the postal service about IRC's and he said he's never heard of them. Unless I'm not looking hard enough, I can't seem to find anything about IRC's on the postal service website. If one of you does find any information about IRC's on the USPS site, please post the link. Any help would be greatly appreciated.

Thank you for your help. If I were to mail an SASE and an 8x10 photo to be returned, how many IRC's should I include?
