Would one IRC be enough to send for receiving a 4x6 photo from England to the US in a standard business sized envelope? Also what do stars normally do if you do send them postage but it turns out not to be enough, would they pay the difference or would they usually just not bother with it, I know it would depend on the person but does anyone have experience with this? I'm not trying to be cheap but I just don't want to overpay for postage eithier

Yes, one IRC is sufficient for a 4x6 photo in a standard size envelope. There is no need to include any more postage than that
