It depends on the celebrity but I doubt they will send it back. I would just send 2 IRCs. $10 is a lot to send!

An IRC has the same value in every country. It can be exchanged for the minimum postage for an unregistered priority item or an unregistered letter sent by air to a foreign country.
For example, if you would send a small envelope, 1 IRC would be enough to pay for return postage.
If you send a bigger envelop, 2 IRC's would be enough to pay for return postage.
Only when you send more then 1 picture or other items that are considered 'heavy' you would include more IRC's.

IRC's in the United States cost $2.00 a piece (if I remember correctly).
