Stamps Question

If I live in Los Angeles and I live really close by to the address I'm mailing too, how many stamps do I need ? For the Fan mail (outside envelope) AND the SASE. Can someone help me? I already sent Danielle and Kay panabaker a fanmail (requestings also) on august 12 and haven't recievd nothing yet. and other already have recieved it sending it days before me and even farther locations. Has anyone ever not gotten it from them ? or maybe I mailed it wrong/shortage of stamps? I put 2 on the outside but accidently put only one in the inside forgetting .
