so im sending out one 4x6 picture, a LOR, a 5x7 return envelope inside of a slightly larger envelope. How many liberty stamps would i need on the outer envelope and return envelope. They are staying within the USA as well.

That seems like it'd be just 1 oz. of weight, which is $1, so it's best if you add 3 stamps or 2 stamps and a 17 cent stamp. For the return envelope, you just put one stamp on it.

I think it's best to just add 3 stamps

You should only need one stamp.

As long as the outer envelope is not bigger than 8X10, everything should weigh under an ounce which is 0.42, one stamp.
