How many Forever stamps do I need?

Hi everyone!

I have a quick question on a TTM I'm about to send out. I'm using a 4.125 X 9.5 envelope (I know it's not ideal, but I'm using what I have) within it is a SASE, a 4x6 index card with the request, and three index cards (4x6 originally, but trimmed to fit in SASE) of photos. How many Forever stamps should it take to send it from US to another US location?

Unless the index cards are heavy it should be one forever stamp. That covers costs up to one ounce. I can send 2+ photos for that price.
