Yes it does depend who it is. Some can take a few weeks, others (such as Selena Gomez) can take a few months. Have a look on the SFM feedback board and have a look through the ones you want to request and you'll get an estimated time of how long it will take :)

I live in England and I got most of mine in 2 months.
You should probably get your in anywhere less than 1 month.
