If I don't have IRC will I still get a reply from them?
Well its better if you include postage so it can be sent back to you otherwise the celeb would have to pay postage and go out and buy some which takes time. If you cant include IRCs include stamps so it can be sent back to you. Some celebrities reply without a SSAE some dont. You have a better chance of receiving an autograph back if you include postage plus i think its more polite

As EastendersFan wrote you can get reply without IRC or SASE. But if you send it you'll have more chance to get him/her autograph

Personally I do not include IRC everytime I make a request. And some celebrities are kind enough to pay the postage for fans. So you don't have to worry much {thumb2} But I'd suggest you to search more feedbacks of the celebrities that you are going to write to, since some celebrities will only reply with SASE or with IRC included.
