Should I put that on my envelopes. I have about 30 or so requests that I need to send out and I was wondering if any of you think that this might lower my chances of a success.

Like the others above, I would not bother. Afterall, as far as the postal service is concerned, as soon as they deliver your letter to the written address - it is counted as delivered. After that whatever happens to it is no longer their concern. The reality is that delays in the return of an autograph are almost always due to the time it takes to get the signature once it has arrived at the celeb or their agent.
No letter should physically take longer than a week to get anywhere in the world unless it is refused or the address is not functioning. If that is the case then (providing you have shown an undeliverable address) it is sent back to you. The reason this takes a while sometimes is that the postal service often send back RTS's by the cheapest mail (surface mail) overseas - which can take up to 6 weeks!!!
