how to know the right time?

Hello everyone

I was wondering how to know if it's a good time to send a letter to an artist? I want to send to demi lovato but I don't know if she will answer will I send her? I wanted to send to jennette mccurdy and other people but I never know if it's a good time and I don't have any stamps to spend
I give private addresses/ home address and private emails with something in return {up}
