It is great that you get to meet the Jonas Brothers!
I havent been to an IP signing before but even for a small/not very popular celeb, you have to be prepaired to wait for about 3 hours so try and get in the line to meet them about 6/7 hours before they are due to arrive.

Hi Jaiden,

I don't know specifically about the Jonas Brothers, but usually bands will soundcheck the day of the concert. Get there early! And if you don't meet them before, after the concert is another good alternative. I met Hanson after a concer that way. Be prepared to wait. I think when we did an IP with Hanson we ended up waiting four and a half hours after to meet them.

It's good to try and find out where their tour bus will be parked (however, there's usually a crowd there so it shouldn't be that hard to find). Also, some venues will not allow you to wait outside hours before the show to meet the band. I worked at a concert venue that prohibited that and anyone who tried to wait hours before the show were usually escorted off the property.
