If you send a SASE (Self Addressed Stamped Envelope) with no stamps on it, then it's not a SASE, but a SAE. You might still receive a response, just expect a 6-9 month wait time.

Hello

Robert has been known to respond to people who didn't pay for postage in the past but he could have stopped doing that by now if too many people did it. You may get a success but it definitely does increase your chances of getting a success if you do provide the postage.
But remember, Robert is very busy so you will have a long wait anyway. It took over 7 months for me to get my success from him, and I know other people have waited longer than that.
