Hello!!
Well, I'm form Argentina, so I always send SAE-IRC to celebrities...
But I was wondering, if I would got a reply sending SAE+IRC to a VV address, you know, I'm expecting to get Coldplay, Taylor Swift, Keane and Panic! at The Disco Autographs, and I don't want to spend money if I'm not going to get anything...

On the other side, Coldplay is comming to Argentina, and my sister's going, but I wanna get their autograph for her Do celebrities sing VV in countries like Argentina, or only USA/Canada/Australia/UK? Just wondering...

They'll definitely sign in Argentina too IF mail will be forwarded to them. So you better check that before sending it out (send an email or give them a call) ;)
IRC's...That's actually hard to answer. It depends on the celebrity. There are some who answer if money/IRC's is/are enclosed and on the other hand there are some who answer only with SASE. So that's hard to tell.
http://www.fanmail.biz/mboard/search.php write down example: Coldplay VV and you'll see previous successes. Then check if anyone got a success sending IRC's. That's how you can check for all of them but note, that doesn't mean someone doesn't answer with IRC's, that only shows who does.
Good luck with your requests! It's really nice of you to try to get Coldplay autographs for your sister ;)
