UK First Class Stamps Question

I cleaned my dad's study a while ago and I found some UK first class stamps on a box. They are not unfranked or something but I noticed the gold line in the stamp. 
Does it mean that the stamps were already used? Can I use them?
And finally, how many stamps to put on these envelopes:
1. 9x12 SAE with one 8x10 photo
2. 6x9 SAE with two 5x7 photos
From UK to the Philippines.
