A C.O.A. is usually issued by the seller of an autograph (since this is an autograph site) so the C.O.A. woul be issued by that individual or company.

Personally, I give little or no credence to an item offered for sale with a C.O.A. Generally when I am asked to authenticate an autograph for some one, the best I can (or will) say is that "IT APPEARS TO BE AUTHENTIC" unless I have actaully seen the item being signed. It is too easy for unscrupulous people too forge signatures. Other responses to the authenticity question are "IT APPEARS TO BE A FAKE" (Pre-print, Autopen or secretarial etc. I do not differentiate bewteen fakes) or "IT IS DEFINATELY A FAKE"

Therefore, my suggestion is that you may not want to bother with C.O.A.'s as (at least in my opinion) they are not worth the paper they are printed on. That being said, there are many honest sellers of autographs out there, but were I you, I would be more interested in the seller than in a C.O.A.

I know I did not answer your question directly, but maybe have been some help.
