i was wondering wat a IRC is

It stands for International Reply Coupon. Information on IRCs can be found here: http://en.wikipedia.org/wiki/International_reply_coupon

They're coupons that can be exchanged for stamps when you send to other countries, basically. So instead of buying foreign stamps, you just pop an IRC in the envelope.
