Hello everybody.
( Saddened if my English is bad, I am French! )
Here is I lived in Nice, and I sent my letter
August, 16th, 2010 :without IRC (my city doesn't sell it any more) and without photo...
I wanted to know if I was lucky all the same to receive an answer of its part?

Well, without IRCs, the success rate of getting TTM decreases a lot. I do not know whether you'll be able to succeed or not, but just try! Good luck!

but ! If I already stick an American stamp on the envelope of return with my address above, normally, I can receive an answer ?

As long as you do not stick French stamps and stick American stamps instead, you could probably receive TTM just like when you include IRCs.

Thus I stick a French stamp on the big envelope and an American stamp on the small return envelope, that's right?

But I'm not sure you could get American stamps in France. If you can, then that's good! Good luck!
