If I want to send a celeb a note and asking for them to give me a signed picture, what do I have to do?

Alot of celebs might emphasis on might not have promo photos or things to sign. Especially if it is via venue like where a celeb is filming a movie,etc. Now if you are sending it to a agency you might have better luck. You can send a photo or print a photo.

Address and apply postage to one envelope to the celeb
Address and apply postage to an envelope to yourself
Write a letter
Send a photo to sign if applicable
Put all the items inside the envelope to the celeb, seal and mail!

Exactly what Kimmylee says, but if you can't get or find a photo to sign then it might be a very good idea to enclose an index card, or a blank little piece of white card, or something which they can sign if they don't have their own photos.

Okay now I have a copy of his rolling stones magazine i'm gonna ask him to sign with a letter. what kind of envelopes do i need?

Well, when I send 8x10 photos, I use 9x12 envelopes. I fold the one addressed to me in half and put it inside.
