Honestly (and this is just my opinion) in experience from sending things from the US to Ireland, UK, & Canada... International people are MUCH nicer with paying postage and sending things back, than people from the US. Honestly, i'd just send a letter. I could say with confidence I think they'd take care of sending you a signed photo, getting an envelope, and paying postage.

Good luck!

My opinion is that whether they would be more likely to pay or not is irrelavant. It is much more polite to pay for yourself and not to expect an actor/singer etc pay for lets say hundreds of autographs requests. As I understand two IRCs would be enough.

Just send a few dollars for return postage. IRCs are expensive, a lot of post offices don't have them, and a lot of celebrities don't know what to do with them. $2 will be good for a regular letter size envelope and $5-$6 should cover 8x10s.
