how much is an IRC in England?
are there individual ones for each country?

No there is just one type of IRC

Only one in general. There is only one type of IRC so it doesn't matter where you are sending it, it works for USA, Canada, UK, etc.....

IRC's sold around the world are exactly the same, except for the printed name of the country (in French) and the two letter code for the country.

However, they do vary in price (some places charge more than others.)

They can be exchanged in any member country of the Universal Postal Union (which is most countries.)
