Hey, I want to send a letter to jutin bieber, but in my country they dont buy justin bieber's picture, can he send me picture by his own? and if I ask him some questions on the letter , will he answer?

Yes, he should have his own picture.
You should put a Q&A. A Paper with questions for him to answer on the paper.

Explain to him you dont have one, he'll probably send his own.
You might want to include a Q&A for the questions, but I doubt he'll answer them, sorry. /:
