All out of 9X12 envelopes
I'm all out of 9X12 envelopes, but I have some 10X13 envelopes left. Is it really Okay that I would use the 10X13 and fold the 10X13 envelope inside it as a SASE? My Envelopes have the metal clamps, do I need tape to seal it?

I see no reason you couldn't use the 10X13s but check on the price for sending 10x13s. They might be more expensive than the 9X12s but I don't think so.
As for tape, you could use tape or just lick them. Sometimes if I buy the cheep envelopes, the sticky stuff doesn't work well and I have to use tape to seal them.

I would not use the envelopes with the metal clips for return envelopes because the person might just use the clip to close it and not lick the seal too and then your autograph could easily be stolen and also the metal clips sometimes leave small dents or marks on the photos. As far as the person said about cheap envelopes not sealing and needing tape too is true which is why for the return envelopes i always use high quality envelopes with the peel and stick closure so all the celeb has to do is peel and stick and it will stay sealed until i get it back.Envelope choice is very important because cheap ones can come open and alot of celebrities dont want to lick the seals so you should use peel and stick envelopes that are a good brand and quality.I like the rigid photo mailers myself.
