Please HELP with SASEs

Hey, i really hope someone can help me with that
I want to ask following questions:
1.With envelope size is preferable?
2.How many stamps or stamps for which price do I have to put on that size? (from uk, usa or else to germany)
3.How many stamps or stamps for which price do I have to put on an envelope 16x23 ? (from uk, usa or else to germany)
4.When do I have to send a SASE and when can I also send a SAE ?
