I ordered IRCs from the USPS website, and they should be here by tuesday... how long would it take a letter mailed on wednesday to arrive at the Czech Republic? I fear that I may be missing the VV, but I doubt it as it is filming a movie. Thanks!

Anywhere from 7-10 days I'd imagine. I sent a letter to Canada recently it and took almost two weeks, so it might be longer. all depends on how fast the mail gets sorted through the facilities.
