Questions from a New Member in the Philippines

Greetings from a new member in the Philippines! I've been trying to go through all the sticky threads, but I'm already getting a bit dizzy from searching for answers to my questions. I hope you'll bear with me because I'm new to this "writing to celebrities" activity.

1) What are the chances of my getting a reply if I just send an SAE? I was inquiring with the post office in my district and they're not selling IRCs. They said I should go to the main post office in Manila which is a 3 to 4 hour drive.

2) If I am able to make the trip to Manila (very difficult considering that I am struggling with health issues), how many IRCs should I buy sufficient enough to cover -- hopefully -- an autographed photo from the UK back to the Philippines?

Unfortunately, buying British pounds or Euros is not an option for me. I've already checked with two banks and they won't sell me currency that is less than 100.

I would just buy UK stamps from memeber here if I were you. That way you dont have to go to the PO or anything. Same could be said for a decent amount of other countries.(USA, Germany, Brazil, France)
