Should IRC be stamped by my local postal service?

Should IRC be stamped by my local postal service?

I read somewhere in this forum that they should be stamped before i send them in a SAE. But when i bought them in the postal office i was told that these coupons are stamped only when they are redeemed (that means - not in our country). So i am very confused now because i don't know whether i can or can't send them without postmark.

Is it possible to post a scan if you have any at the moment?

As far as I know, they should be stamped by the issuer as well as the other end when they are redeemed.

This is what used to happen in the UK when you bought them (they are no longer for sale here).

There it is. But i already talked with general post-office workers and they assured me that the coupons should be stamped :) Thank you for your help anyway!
