I believe it refers to the fact that many people believe that some stars leave the signing of photos to a secretary or PA.

That is exactly right, it could also be signed by a parent or child.

It is an autograph signed by secretary, agent or a member of the team, not the celebrity him/herself. For example, John Travolta, Al Pacino and Sarah Jessica Parker use this method.
