Sending fan mail to (and expecting a reply from) Taiwan

Hi, as the title of this post says, I plan to write to a Taiwanese celebrity and am thinking of getting an autograph from the said celebrity. Problem is, IRCs are not accepted in Taiwan since Taiwan is non-member of the UPU so if anyone could help me out here, what are the possible alternatives?

The only thing I can suggest for Taiwan is finding out their currency and sending some paper notes and hope it covers postage. You can get currency from many places.

For example if I sent to europe I would send a 5EURO note or to the US a couple of $1 bills.

Same thing here in Malaysia which we don't have IRC, makes it difficult for me to collect autographs. I sent a few to Hong Kong/Taiwan/China, without IRC and non replied.

But I have received some from USA/UK with letter + envelope. So good luck!! {up}
