I know that sometimes one has to send IRCs, but is it okay to send US dollars when writing to Europe?

Some people do this but I wouldn't personally.
For Europe your best bet is to include a 5EURO note.

Local stamps, if you can get your hands on them should work too. Also not every country in Europe uses the Euro as their currency.

Tamoreit, and what if I don't have local stamps? Still not better sending US dollars?

Some people sell or trade stamps and in some cases you can buy stamps direct from a country's postal service. That's why I suggested stamps *if* can get them for the country you need.
