US. Postage Paid sticker?

Hi all,
I hope someone can help me out! This is the second time that I got a sticker on my envelope: US. Postage Paid. This time 1.14 dollars. Those 4 stamps from 0.44 should have covered it with 1.76 dollars for postage to The Netherlands. I don't understand
? Did USA raise the money for international postage?
