You can send US cash, other members do and get replies.
Alternatively you can get stamps for the country the letter is coming back from, or send cash (paper) in their currency, such as a 5EURO note.

I'm in the U.S. and the only other stamps I have are U.K. If I'm mailing somewhere else then I just send a few dollars to cover the postage. Good luck!
