If I'm sending a letter to Germany or Holland I can use UK stamps, but on the return letter can I put UK stamps on it? Or do they have to be german and Dutch stamps?

You can't use UK stamps on your return envelope, they would have to be Dutch or German.

Alternatively you could include 5EURO note, both countries have EURO as their currency.
