The best way is to pay for return postage, that increases the chances of a success

You send an envelope with your address written on it, and enough stamps on to get that envelope back to you.
It's called a self addressed stamped envelope (or sometimes a stamped addressed envelope)
International returns are slightly more complicated but easy once you get the hang of it.

I don't know how to upload pictures but I'll try to describe:
If sending IRCs, I usually place them inside an envelope where I've put the photo I'd like them to autograph. I then put this into the larger envelope that is addressed to the actor, along with the SAE. If attaching stamps, they usually go into the top right corner of the SAE. This SAE goes into the larger envelope addressed to the actor.
If you attach stamps, it will be sent just regular mail, I think. I don't think that you can request UPS or something, and that might cost a bit. I recently send a letter by Xpress and it was $50 (overseas), so it might be quite more than just attaching stamps. Maybe go to UPS and ask? But I think you might be limited to the regular airmail.
Hope this helps!

Write a letter to the celebrity.
Write an envelope with the celebrities address.
Write an envelope with your address.
Stick enough stamps on the envelope with your address for return postage.
Place the letter and stamped envelope with your address on in the envelope to the celebrity.
Seal the envelope and stick stamps on so the envelope gets to the celebrity.
I am assuming you are in the US so
www.usps.com had a price calculator for you to work out the prices.
