Can domestic USA stamps no longer be used internationally?

Hello! It has been forever, quite possibly over a year, since I have gotten a reply from the USA where I have supplied a SASE. My Katy Perry success was gotten without providing a SASE. I have never sent more requests in my life, yet I have never gotten less responses. Yet I have gotten responses from other countries, once again without providing a SASE. So I thought I was not providing enough postage? No, I double checked on the usps website, and I was providing MORE postage than necessary. Something is definitely going on, because people who sent after me got responses when I didn't (eg Elizabeth Banks, Rebecca Hall) So I can only think of one possible explanation- I have been using USA domestic forever stamps instead of a $1.10 international stamp. I have done this from day one, and it always used to be successful. Whilst the usps actually benefits from this, I am wondering if they no longer accept domestic stamps for international letters? Can anyone shed some light on this? Thank you!

That shouldn't be a problem. As long as the dollar amount is right the post office send it anywhere. I live in the US and have used both regular and international forever stamps and the post office has never sent anything back to me because of wrong postage. Just be careful that the return envelopes and photos combined are no more than 1oz. After that my mail goes up to $2-3.

You can use domestic forever stamps as long as it equals $1.10. Right now, it's 46 cents, so 3 domestic forever stamps would be more than enough.

How much is one oz? Lol I have never heard that term before

Almost every request I sent is a 4*6 photo.

Around 28g. Sounds like a 4x6 photo would be fine if in a paper envelope. Board backed ones or added card does add quite a bit of weight.
