I made the stupid mistake of sending a photo in a bubble padded mailers so it cost $12.00 to $13.00 to send it to Paris and I couldn't get stamps for the self addressed envelope to mail it back so I put $15.00 in with the photo will that be enough?

I would sincerely hope that $15 would be enough. I recently got an SASE back from Switzerland and I only out $5 in the envelope for the return postage. Also, I have thought about using the bubble mailers. Really glad I didn't buy any. Try using regular 9x13 envelopes with cardboard next time! Might save you some cash.
