Do I have to send a photo,IRCs necessarily?

my english is bad but i hope you undrstand what i mean...
i viewed some posts,and I noticed that not all the people(living abroad from celebrities) send IRCs.
ummm...do i have to send IRCs necessarily? im really confused...
and one more question. some celebrities provide their own photo,but some dont....i think.
do i have ro send a photo?
