IRCs

i may have made this post before, but this is a public forum so i'm going to post it again to see if I get any more answers. 
is there a replacement for IRCs, and can you use them in a SASE to the US, even when neither them or the UK sell them any more? i.e. I was going to send to Cody Simpson, could I send an IRC (brought of eBay/Amazon possibly) instead of American stamps?
