purple heart stamps -> confusing!!

How many purple heart stamps do I have to put on my sase? -> the sase (114x 162 mm) will contain two pictures.
I've read on the website from USPS that one purple heart stamp is always equal in value to the current First-Class Mail one-ounce rate, but don't know what this means.
The purple heart stamps are now forever stamps?
