I am from Belgium and I would like to send my favourite celebrity a letter + a picture so that he can autograph it. But I don't know what things are necessary. Do I need special stamps or a special letter? And do I need to put extra stamps inside the envelope? I really want to contact him so it would be amazing if someone told me how I should do it.

Allright I get it. But I have one more question: Do I need to put a US stamp on the letter inside my letter? Or can it be a Belgian stamp?

You use belgian stamp on your envelop to send to USA and inside it (with your letter + photo) you put another envelop with USA stamp (for the return) and your address on it.
