IRC Question

Do IRCs have to be stamped by your or a post office in your country? I bought five from my local post office and they didn't stamp them and they ran out so I had to go to another nearby post office and they stamped them. The problem is that I sent four almost a month ago without them being stamped.

Hi RangerKing,

Yes, IRCs do need to be stamped by the Post Office in your own country. Unfortunately I don't know what happens to IRCs that aren't stamped, but hopefully someone else will :D

That royally sucks butt. That's 8.75 down the drain and I'll have nothing to show for it.

I called the USPS customer service agents who directed me to their international agents who told me they don't have to be stamped because the barcodes are entered into a database of some kind. And that according to their literature, they don't have to be stamped by the post office.

When we buy IRC Cupons, some of them are stamp but the rest aren´t stamp... and we receive autographs, so...

Your IRC's should be OK for use. The information below is taken from the USPS website:

a. When an international reply coupon is sold the Postal Service clerk must place a postmark in the block which is headed control stamp of the country of origin.

b. Under Universal Postal Union's regulations member countries are not required to place a control stamp or postmark on the international reply coupons that they sell. Therefore some foreign issue reply coupons which are tendered for redemption may bear the name of the issuing country (generally in French) rather than the optional control stamp or postmark. Such coupons are exchangeable for U.S. postage as specified in 372.3b.

c. A Post Office facility redeeming an unused U.S. coupon must postmark it in the unpostmarked circle. A Post Office facility exchanging a foreign reply coupon must postmark it in the right circle. Post Office facilities must not accept foreign coupons that already bear a Postal Service postmark.
However, if you want to make sure - just take your IRC's back to the post office, explain that the person who sold it to you forgot to stamp it ... and ask them to stamp them for you.

This is nice to know...now I don't need to scramble back to the post office every time I realise the IRC's aren't stamped!

I can't buy IRCs either. I include a SASE, which is an envelope you've put stamps on. For example, if you're sending to someone in USA, you include a reply envelope with american stamps on it. If you can't get stamps from the country you're sending to, then you could always try with just a letter. Good luck!
