HELP PLS!

hey guys.. like u already know i am from slovenia.. and i realy dont know what is IRC.. i want to send a letter from post office.. and pay for a quick mail that letter will come faster to celebritier. and i am not sure if i must have a usa stamp or what ?.. pls help.

can somebody pls explain to me what is IRC. cause i realy dont know.. DO I MUST USE IRC OR not ?... and do i need usa stamps ? do send a letter.. tnx

IRC stands for international reply coupon. If your sending a letter to a celebrity in a different country you can include an IRC's in the envalope you send(optional), and when the celebrity gets the letter they can exchange the IRC's for stamps of that particular country that they are in so they can use them to put on the envalope to send the autographs/letters back to you.
