Needing Info on the IRC.

I just got back from my local post office. I told the woman that I need two IRC's. She didn't know what they were. And after filling them out, it turns out that they are no longer able to use them. So to send two 8X10's I had to spend 18 dollars total because I had to get them registered in order to send them.
So besides the fact that I think I got ripped off, I'm wondering. Is this the only place thats gotten rid of IRC's or are all post offices getting rid of them?
I certainly do not want to pay 9 bucks each time I want to send something overseas.
