I know what you'r talking about, cause they didnt to me either, and I sent them! So I got new IRC's back from the Post Office, casue admin said it was worthless without stamping them.. So, I will say that they dont work, without stamping.. It says a place on the Forum here.. Sorry I dont remember. :?
Hope I helped!

Hi lilfashiondiva21 :D

When you buy IRC's, they should be stamped in the box on the left hand side. However, this is not always the case as sometimes they aren't stamped.

Regardless of whether they are stamped or not, generally IRC's will be accepted by the post office. For example, to exchange an IRC in the US, they are accepted stamped or not:
http://pe.usps.com/text/imm/immc3_007.html wrote:372.4 Processing Requests
a. When an international reply coupon is sold the Postal Service clerk must place a postmark in the block which is headed control stamp of the country of origin.

b. Under Universal Postal Union's regulations member countries are not required to place a control stamp or postmark on the international reply coupons that they sell. Therefore some foreign issue reply coupons which are tendered for redemption may bear the name of the issuing country (generally in French) rather than the optional control stamp or postmark. Such coupons are exchangeable for U.S. postage as specified in 372.3b.

c. A Post Office facility redeeming an unused U.S. coupon must postmark it in the unpostmarked circle. A Post Office facility exchanging a foreign reply coupon must postmark it in the right circle. Post Office facilities must not accept foreign coupons that already bear a Postal Service postmark.
Just remember when you buy IRC's in the future, make sure to have them stamped just to be on the safe side.

Actually, two post offices that I tried today say that although will still ACCEPT IRCs, they no longer have them available for sale...???

I will call USPS main help line tomorrow morning, but has anybody else run across this problem in the States lately?
