RTS question

I can’t find any easier way to do this, so I’m just going to use an example to ask my question:

Emily sends a large envelope to Ashley through the mail. Ashley carefully opens the envelope, takes out the contents that Emily sent, and slides a letter in. Then, she carefully seals the envelope so that it looks like the envelope has never been opened before. Ashley writes RTS on the envelope, and mails it out.

Here’s the question. Is Ashley allowed to just write RTS and send the packet back (so she doesn’t need to use her own envelope and postage stamps to mail her letter to Emily)?

That's a really good question. I think so cause like many people with successes from Nelly Furtado got an RTS written on their envelope when it really wasn't a RTS

I am pretty sure it is not allowed but it does happen (as with Nelly Furtado)

Technically speaking, it is illegal (same as reusing uncancelled stamps).

Are there any more musicians you think (or know) that are sending RTS but there weren't any RTS ?? (sorry for bad english)
